The Commonwealth of Nations is an international mutual aid organization comprising 56 sovereign states. The Commonwealth is not a united federation or confederation, and most of its member states are former British colonies and self-governing dominions, although all member states have equal status within the organization. Successive Commonwealth Heads of State have usually been British monarchs, the first being George VI and the current being Charles III. The legal basis of the Commonwealth is the Singapore Declaration of 1971, according to which it cooperates. In some economically undeveloped Commonwealth countries, many talented students are unable to continue their education in excellent universities because they do not have enough funds, and this scholarship, which can provide them with a good opportunity to complete full-time PhD studies in UK universities.

The scholarship has a wide range of beneficiaries, and in addition to local students who can apply, children of immigrant families can also apply.

- There are three types of applicants
- Citizens of Commonwealth countries
- Persons migrating as refugees
- Persons protected by the British Government
- Applicants need to be permanently resident in an eligible Commonwealth country.
- Academically, applicants are required to have commenced academic studies in the UK by September 2023, the start of the UK academic year, and by September 2023 to hold a first class degree or second class degree (2:2) with at least a second class or higher (2:1) honors standard and a relevant postgraduate qualification (usually a Master's degree). Finally, by October 2023, the applicant is not registered for a PhD or studying for a doctorate at a UK university or in their home country.
- Financially, applicants must satisfy the condition that they "would not be able to study in the UK without the scholarship".
- Applicants are required to provide the required documents as requested.
