在 2025 年 10 月 1 日之后升级的米尼克护照，不应只把它视为“免签旅行证件”，而应从三重自由圈的层次结构理解它所提供的可迁徙性与制度弹性：从“旅行自由”走向“居民自由”，再升级为跨区域的“欧盟式流动权”。这三个同心圆，共同构成了多米尼克护照在身份规划与全球生活方式中的独特价值。

第一层：免签通行的“旅行自由”
