In 1993.Dominican RepublicThe Citizenship by Investment Program is legally defined in Section 101 of the Constitution and Section 8 and Amendment 20(1) of the Citizenship Act and employs a rigorous due diligence process whereby the applicant is required to obtain approval from the Immigration Department before making a donation for naturalization.
