什么是底层身份？跟买护照之间存在什么关系？底层身份与二国籍与CRS之间又有什么关系？
快速投资入籍计划（Citizenship by Investment）在近年持续稳定成长，现在有将近十个快速入籍计划提供全世界精英迅速的拿到国籍并且领到第二国护照，在这些项目中，哪个国家最好？谁的免签国最多？哪本护照方便开户？如何申请美国签证？如何跳板移民？怎么入境最安全？怎么中转？谁不公开改名记录？谁性价比最高？谁没有全球征税？如何分散资产？要怎么避开CRS？而影响这些最重要的概念就是 – underlying identity

合法取得第二国护照的方式
之前我在视频里分享了三种获得护照的方式，其中两种是以合法获得公民的身份，然后再申请护照，而这两种合法获得身份的方式又分成一般的入籍计划和快速入籍计划(Citizenship by Investment)，随着国与国之间允许公民自由流动、以及留学生、派驻出差的人数增加，越来越多人拥有两个以上的国籍，再加上富豪喜欢以Buy a passport方式再获得第二citizenship作为B计划，紧急情况还有另一本护照。
第一，底层身份是一个独立的公民权
新的底层身份应该是一个独立，自由并且不需要依赖其它国籍的公民权
很多人移民最终都以护照作为目的，所以选择Dominican Republic,Saint Kitts and Nevis、格林纳达、Istanbul这些快速入籍的人，也觉得一但护照到期没有续签，所有的身分都没了。事实上一个真正的完整公民权不会因为护照过期而影响身分，因为投资人都应先拥有了公民权才申请护照，即使护照过期只要申请续签护照就可以，无论有没有护照都属于这个国家的公民。
第二点，不可被撤销永久入境权
合法的底层身份应该有该国籍不可被撤销的永久入境权
一个正常的国籍能够保障公民在任何条件下，都可以自由返国并且在这个国家生存，给予保障；一个适合作为底层身份的国籍也应该有相当清晰的入籍程序。因为快速入籍计划(Citizenship by Investment)不像一般的入籍程序，政府和申请人之间有好几年的蜜月期互相了解。而是通过申请人主动批露的材料、彻底的尽职调查、和通过政府授权的专家(authorized agent, approved agent)三方进行密集的沟通，最终由入籍法律保障公民身份赋予和本地公民完全一样的权力，一但入境了能够以当地公民的身份享受完整的服务，包括接受义务教育，医疗，工作，到外国驻本地的使馆申请签证。

第三点，底层身份减少单一国籍风险
底层身份可以减少单一国籍的潜在风险，提升中长期规划的成功率
2021年三月三十号，Dominican Republic政府与联合国巴巴多斯东加勒比区域工作团队进行了高级别对话，为更大规模的伙伴关系和针对性的支助提供清析的路线图，以满足多米尼克政府和人民的优先需要。同时在一个月前美国协助了多米尼克海军装备的升级（原文），多米尼克公民也享有东加勒比五国的公民权，并且通过东加勒比组织的准成员国可以和法国与英国的海外领地更自由的贸易（视频：Why Dominica's Passport Allows You to Study in Europe | Immigration to Europe | Eastern Caribbean Citizenship），这也是为什么很多人选择Dominican Republic作为其中一个政治、经济相对中立安全，而且又可以很高效率的提升免签和工作机会的底层身份。
底层身份再移居大国，降低不确定因素带来的风险
选择先持有第二国籍再转到其它大国，因为这些国家的移民周期很长，希望避免原国籍可能遇到的政治、生意、或税务、旅行、出境上的不确定的因素，增加长期计划的未知风险，规划底层身份是减少这类型的风险的最有效的策略之一。

为什么土耳其护照不是好选择？
土耳其有全球徵税和与中国的引渡条约
土耳其与中华人民共合国双方有义务根据本条约的规定，应请求方请求，向另一方引渡在其境内发现的被另一方通缉的人员，以便对其进行刑事诉讼或者执行刑罚。在引渡请求所针对的行为根据双方法律均构成犯罪，并且符合下列条件之一时，才能准予引渡：
- 进行刑事诉讼而请求引渡的，根据双方法律，对于该犯罪均可判处最高刑期1年以上有期徒刑或者更重的刑罚；
- 为执行在请求方被判处的刑罚而请求引渡的，在提出引渡请求时，被请求引渡人尚未服完的刑期至少为6个月。
